Growth Board Scrutiny Panel Work Plan
The Growth Board Scrutiny Panel agrees its own Work Plan, which is reviewed at each meeting. The Panel is encouraged to be strict in prioritising key issues for review, in addition to the entirety of the Growth Board’s forthcoming agendas, which will feature as a standard item on the Work Plan. The Panel’s ongoing review of their work plan should be considered in conjunction with the Growth Board’s Forward Plan.

The Panel noted that a combination of qualitative and qualitative data had been gathered from different sources to assess natural capital value as part of the Arc wide Local Natural Capital Plan work. The Panel asked whether any more detail could be provided on the precise methodologies that are used to quantify this value, such as the detail of the emerging natural capital accounting tool.

The Environment Agency provided the following response to this request:
“The Natural Capital Accounting Tool that we used to produce our Natural Capital Account is due to be released in January 2021 and when it is it will be accompanied by a technical report that outlines how each Ecosystem Service flow is quantified and then valued. This technical report is currently (December 2020) in draft and so cannot be shared at this stage but as an overview the tool uses different economic valuation techniques to quantify environmental benefits and provide an estimate of the value of a natural good or service. The valuations in the Natural Capital Accounting Tool are for the flow of ecosystem services estimated by the stocks (or in some cases the condition) of a natural capital asset within an area, for example the tool has an agreed monetary value for the recreation benefits provided by 1 hectare of woodland or grassland etc. and this is multiplied by how ever many hectares of that habitat type are present within an area to give you your Ecosystem Services Value for Recreation.
It is important to highlight that the values represented in the Tool are only ever partial and not all Ecosystem Services can be valued. In addition, some valuations are better, and more widely accepted (based on more robust market values or peer reviewed) and the confidence in values is highlighted in the outputs of the Tool. We have attached a summary of the Natural Capital Account (to the Panel’s action log) we have produced through our work which hopefully highlights the type of information the Tool provides.”
